Persona 3 Pc Game
Both of these haven't aged very well, even on the Vita they look bad. They'd need a almost total rebuild to make them look even reasonable on a PC and i just don't see that happening. 3&4 is a different matter, since they're essentially the same game.
Persona 3 Pc Version
3 was a lot of fun and would work well on PC i think. The problem it has though is that P4G does everything P3P does only better. Which isn't surprising really since P4G is pretty much a carbon copy of P3P. They just streamlined and improved the mechanics, and gave it a better VA cast.

Ps2 Emulator
I'd defo Pay for P4G on PC. 3 could work, since ghostlight did the original PSP version they could do some of the fixes that it needs and tweak it a bit.
